Representatives from Hydrogeology and Blue Dragon Brands on Aug. 20, 2025, briefed the Owen County Board of Zoning Appeals on a water-trucking operation located at 1240 Pottersville Road. Jason Crothy, representing Hydrogeology, and Arlene Vincent of Blue Dragon Brands said the site operates under a conditional use/variance for water production and has a permit capacity reported in the hearing as up to 50,000 gallons per day. Presenters said their reported daily average has been about 25,000 gallons per day, which they described as roughly three to four tanker trucks per working day (Monday through Friday). Representatives said the well is registered and that, based on their testing, the site operates well below the county/state thresholds that would trigger a high-capacity withdrawal permit. They described a monitoring network of four monitoring wells with continuous loggers to track water levels and said they had not observed issues to date.
Board members and staff asked logistical and regulatory questions, including whether any permit or variance is transferable upon change of ownership. Planning staff said the matter had not been advertised for a board decision and that the applicants could return at a later meeting after filing a formal application; if the board wished to act without the formal application and public notice, that would be the board's decision. Several board members expressed a preference for public notice and for allowing citizens to comment at a future hearing.
Presenters said the operation has been active since early 2024 and that the site records and reports production to county staff. Staff and board members agreed transparency and a formal application would help ensure the public has an opportunity to review potential transfer of the variance or other regulatory approvals. The board did not vote on the matter at the informational session; presenters were advised to prepare a complete application for a future public hearing and formal consideration.
