Commissioners OK several highway consultant agreements, inspections and utility work; seek INDOT reimbursement for roundabout inspection

Boone County commissioners on Oct. 6 approved several highway-related consultant agreements and task orders to advance multiple road and bridge projects.
The board authorized a master services agreement with engineering firm HWC and approved Task Order 1 to evaluate traffic operations at the intersection of U.S. 421 and County Road 300 South; that task order carries a not-to-exceed fee of $11,900. County staff said extended delay times and potential future turn-lane needs motivated the evaluation and that coordination with INDOT on signal timing will be required.
Commissioners also approved an authorization to proceed with USI to oversee utility relocations on a federal-aid project that will proceed to letting in February; the authorization carries a not-to-exceed budget of $50,000 and will be billed hourly for work completed. Staff said the oversight is intended to ensure utility work does not conflict with a planned roundabout.
For a bridge replacement on Willow Road (Bridge 203), staff requested and commissioners approved a commitment letter for Indianapolis Metropolitan Planning Organization (MPO) funding; the total project cost was estimated at approximately $1,890,000. Staff explained MPO funds cover construction and construction inspection only; engineering and right-of-way costs are locally funded. The state match and local shares were described: an MPO-funded portion with state match of $1,351,000 and local match totaling $583,000 (figures presented as the estimated split for the project). Commissioners then approved a design agreement with GAI not to exceed $206,306 for survey, scour analysis, design and permitting, subject to final legal review.
Separately, the board approved an LPA consultant agreement for construction inspection on the 400 East/100 South roundabout; US High Consultants was the highest-scoring firm and the agreement is not to exceed $256,900, with Boone County responsible for 10% and INDOT reimbursing 90% for the reimbursable portion. Staff noted an existing MOU with the city of Lebanon to reimburse county costs from impact-fee revenue generated by the Hinkie development.
Commissioners approved the consultant agreements and task orders by voice votes and moved to allow legal staff to complete final contract language where noted.
