The Delaware County Stormwater Board on Oct. 7 approved a not-to-exceed allocation of $10,000 to begin repairs on drains near Orchard Street after receiving a quote from engineering firm Cooley for initial televising and pipe repair.
County staff described repeated complaints from a resident at 6701 Hickory and said the work would involve digging two locations on Orchard Street, televising the line, repairing an assumed 4-inch pipe and backfilling the excavation. Cooley’s scope, as presented to the board, included mobilization, demobilization, pipe repair, backfill and restoration of any disturbed driveway or yard area.
Board members noted uncertainty about whether the pipe encountered will be 4 inches or larger and emphasized the need to confirm right-of-way access for any work that might cross a private driveway. The board directed a site verification by the surveyor, the highway department superintendent and the county engineer, with Cooley on site, and required staff to secure property-owner permission or a temporary easement if the work would require crossing a driveway.
Cooley’s estimate shown to the board for initial work was approximately $8,600. The board approved a motion for a not-to-exceed $10,000 allocation to proceed with the site review and allow the work to begin pending verification and property-owner coordination. The vote carried by voice vote.
Board members asked staff to verify right-of-way and driveway access prior to starting work and to ensure restored surfaces match the preexisting condition if the county crews or contractors enter private driveways.
