Escanaba council schedules public hearing for chip-seal street improvement assessment

The Escanaba City Council voted unanimously Sept. 18 to schedule a public hearing on Oct. 16, 2025, on a proposed special assessment for street improvements on South Eighteenth Street.
City staff told the council the petition seeks construction of a 24-foot-wide double chip-seal roadway overlay from Twentieth Avenue South to 20 Second Avenue South and said that, in accordance with the city charter, a public hearing is required so residents can register comments or objections.
The petition was described in the agenda packet; staff noted the planning commission had recently reviewed the request and that only one neighbor expressed opposition at that meeting. No dollar amounts or an engineer’s estimate were provided in the council discussion.
Council members voted by roll call to set the hearing. The roll call on the motion recorded votes of yes from Council member Duarte, Council member Flath, Council member Moore, Council member Bushoff and Mayor Allen; the motion passed.
The Oct. 16 hearing will allow property owners to speak for or against the proposed special assessment before the council determines whether to proceed with the improvement project and any cost apportionment to adjacent properties.
Details the city said would be required for the subsequent assessment resolution — including final cost estimates and the proposed assessment schedule — were not presented at the Sept. 18 meeting and will be provided to council and the public before or at the Oct. 16 hearing.
