The Grosse Ile Toll Bridge Commission on Sept. 17 discussed how to staff daily bridge operations and directed staff to seek clarifications from the three most viable vendors before interviewing finalists.
Commission members and staff focused on price comparability and benefit assumptions across proposals so the commission can evaluate ‘apples-to-apples’ costs. Derek (township staff member) told the commission that nearly all firms that submitted proposals confirmed their bids remain valid and that Management Recruiters of Fort Worth provided revised pricing after receiving the township’s employee census data. Commissioners said local firms with lower overhead were preferable and that proposals omitted comparable assumptions — overtime, holiday pay, and employee benefit shares — making direct cost comparisons difficult. Members asked staff to prepare a short addendum requesting standardized inputs so bids can be more directly compared.
Details: commissioners identified MCM, Wollman (Wallman in some packets), and Eagle as the three vendors to follow up with; several members said Dependable Tree and LAZ Parking were less competitive on price or overhead despite some relevant bridge experience. Commissioners asked staff to send a brief clarification addendum to the top three firms asking them to resubmit their proposals with consistent definitions for straight‑time wages, overtime assumptions, holiday pay, paid time‑off (ESEA/ESTA), and the employer share of health insurance.
Timing and next steps: the commission asked for member input on specific questions to include in the addendum and set an internal deadline for that input before staff reaches back to vendors. Staff and commissioners discussed aiming to meet and interview finalists at the commission’s October meeting, and to provide a recommendation to the township board so the board could act before the end of October if vendors’ responses allow. Commissioners repeatedly emphasized the desire to have any staffing transition complete by Jan. 1 if the commission selects a staffing company, noting some vendors said a 30‑day minimum transition would likely be necessary to move employees onto a new payroll and benefit platform.
Commissioner quotes and attributions are limited to speakers recorded in the meeting. Derek (township staff member) summarized the vendor follow‑up work and added that he would collect the resubmissions and suggested questions; Chris Johnson (commission member) and other commissioners emphasized the value of local vendors and comparable benefit detail in bids.
Outcome and direction: no final contract award or formal vote occurred. The commission directed staff to: 1) prepare and send a short vendor addendum to MCM, Wollman, and Eagle requesting standardized cost assumptions; 2) collect commissioner questions and vendor responses on the timetable discussed; and 3) schedule interviews with finalists at the October commission meeting with a goal of forwarding a recommendation to the township board for consideration in late October.
