Estacada Main Street committee reviews event logistics: Oktoberfest, tree lighting and downtown stage needs

The Downtown Estacada Commission used part of its Jan. 6 meeting to review upcoming events and to discuss logistical lessons from the 2024 tree-lighting and holiday events.
Commission members confirmed dates and responsibilities for 2025 events including Uncorked (May 31), Oktoberfest and the Fourth of July celebration. Staff said Parks and Recreation will lead Founders' Day and encouraged coordination between the events committee and Parks staff. Commissioners agreed Uncorked dates should be posted publicly and asked staff to coordinate logistics with Parks and Rec.
On Oktoberfest, the commission discussed partnering with Boring Brewing to manage OLCC alcohol permitting and vendor arrangements. A commission member said the brewery operator has experience with festival permitting and offered to expand an existing OLCC permit at low cost. Commissioners agreed that using local breweries and cideries should remain a priority while leveraging the operator's permitting experience to reduce staff workload.
The commission also reviewed feedback from the recent tree-lighting event and identified several operational improvements. A public comment emailed to the commission recommended expanding the street closure to the south, adding more food vendors, improving lighting near the tree, and adding a riser or stage so performers could be seen. Commissioners and volunteers reported sound coverage was inadequate beyond the tree area and that the small temporary platform used for the lighting needs repair.
Members proposed several practical solutions: procuring a portable stage (or using a flatbed trailer as a stage with removable stairs and curtains), investing in a weatherproof speaker system that can serve multiple events, and recruiting or contracting reliable flatbed trailer owners to have an on-call stage solution. Staff and volunteers also discussed adopting more robust street-closure hardware (removable bollards or larger sign blockades) and better volunteer training and vests for traffic control during parades and mobile processions.
On tree removal and storage logistics, staff said she had contacted Harvest Market and other local partners about removal and whether a sleeve could be installed to facilitate reinstallation. The group also discussed who would store and maintain event lights and whether the city could designate volunteers or staff to bag and inventory decorations.
Commissioners agreed to a small set of immediate next steps: staff will post the Uncorked date and coordinate with Parks and Rec; staff will follow up with Boring Brewing on OLCC permitting and vendor logistics; staff will explore portable-stage options (flatbed trailer, rented stage) and speaker-system needs for reuse at Oktoberfest, Uncorked and other downtown events; and the commission will collect volunteer hours for October through December by Jan. 15 to satisfy reporting requirements.
Commissioners emphasized safety and crowd management as recurring priorities, noting that street closures during parades and the Santa route require more robust, tamper-resistant barricades and trained volunteers. The commission also flagged downtown parking as an ongoing challenge and suggested staff track parking solutions as part of the annual project planning process.
No formal roll-call votes were taken on the event logistics items; commissioners reached consensus on partnering with the local brewery for OLCC permitting and on pursuing portable-stage and sound options.
