The Homewood City Finance Committee voted to award a construction contract for the Shades Creek Greenway Trailhead Pavilion to Costin General Contractors for $507,000.
The committee approved the contract after hearing a staff recommendation that three bids had been received — $507,000, $599,000 and $661,000 — and that the project’s previously budgeted amount was $250,000. The staff member told the committee the higher cost reflects substantial concrete work and a waterline extension to tie into the existing restroom facility at the nearby soccer parks.
The staff member recommended using the low bid from Costin and moving money from the US‑31 tunnel improvements project, which staff said will not proceed this year, to cover the difference. Councilor Brandt made the motion to accept Costin’s bid; Councilor Harden seconded. The motion passed 4 to 0.
Committee members asked for clarification on scope and costs during discussion. Councilor Aleman noted surprise at the difference between the original $250,000 budget and the low bid. The staff member explained that the prefab building cost was only a portion of the total and that most of the added expense came from extensive concrete work and a waterline extension.
The committee record shows no additional conditions or amendments to the motion.
