Wixom council approves annual crack-sealing, trial sealcoat contract with K & B

On March 25, 2025, the Wixom City Council voted to award the annual crack-sealing and seal-coating contract to K and B Asphalt Seal Coating, Inc., using funds from the city’s local road capital pavement preservation account.

City staff said the contract continues a multi-year pavement-preservation program that seals roadway cracks to reduce freeze–thaw damage by keeping groundwater from entering pavement joints. The agenda packet listed unit prices at $1.16 per pound for crack sealing and $0.09 per square foot for seal coating; funding was identified from the local road capital program, pavement preservation account number 203554976393.

Staff said the city coordinates the bid with neighboring jurisdictions — including Farmington Hills, Fowlerville, Milford, Linden and Bloomfield Township — to get consistent quantities and better pricing. “What you have ahead of you is a crack-sealing program that we’ve been doing for a number of years,” said Mister Sickma, a city staff member, describing the purpose of the work and the bidding collaboration. Staff recommended K and B based on references and prior performance.

Council and staff also noted the seal-coat product to be used in some trial sections is not a coal-tar formula and is marketed as more environmentally friendly; staff said they plan to apply it in selected, limited areas to evaluate durability before wider use. The remainder of the authorized funds will be used for crack sealing, the presenter said.

The motion to approve the contract was made and seconded during the meeting and passed by voice vote. The agenda did not record a roll-call tally in the transcript.

The contract award continues the city’s pavement preservation strategy of annual preventive sealing rather than earlier pavement replacement.
