The Denison City Council approved several procurement and interlocal actions and postponed a rezoning public hearing during its Aug. 18, 2025 meeting.
In a series of largely uncontested votes, the council approved a 60-month agreement with Blue Peak for fiber Ethernet and internet services to connect 12 city buildings. The contract was described by staff as a 60‑month agreement totaling $720,000 to be paid in monthly installments of $12,000. The motion to approve the Blue Peak agreement was made and seconded during the meeting and carried by voice vote.
The council also approved an architectural and engineering services agreement with Conduit Architecture and Design LLC of McKinney for design work on Fire Station No. 4, to be located inside the Preston Harbor development. Staff said the design contract totals $700,000 and will produce bid‑ready plans and specifications about a year from award. During discussion staff estimated construction cost ranges: about $9 million to $10 million, with prior estimates as high as $15 million. Staff told council that construction costs would exceed the current budget and that the city expects future development in the area (additional rooftops) to help support financing for the station.
Council approved an interlocal agreement between the City of Denison and Grayson College to relocate a waterline related to the college’s ongoing expansion project. Mayor Pro Tem Adams moved approval and Pastor Thorne seconded; the motion authorized the interim city manager to execute the agreement subject to final legal review and approval. Councilman Thomas excused himself from the meeting for item E because he is employed by one of the parties to the item.
Earlier in the meeting the council approved the consent agenda, excluding item E, by motion of Councilman Redwine with a second by Councilman Thomas. The consent agenda approval and the subsequent specific approval of the Grayson College interlocal both passed by voice vote.
The council opened a public hearing to consider a planned development rezoning of approximately 250 acres (the former Johns Manville tract) on Denison’s north edge; staff informed the council that the applicant requested the item be tabled. Mayor Pro Tem Adams moved to table the public hearing to the Sept. 2, 2025 city council meeting at 6 p.m.; the motion carried unanimously.
