Tiffin council approves budget amendments, municipal court transfer and street dedication; accepts credit-card report

Tiffin City Council on Monday approved multiple budget amendments and related measures, adopted a resolution honoring the city’s outgoing finance director, accepted the third-quarter credit-card compliance report and approved the dedication of Progress Parkway. All votes recorded in the transcript were 6-0 in favor.
The council moved quickly through several items that the finance director and councilors described as time-sensitive. Ordinance 2025-82 amends the 2025 budget to appropriate funds into the police capital budget, municipal court budget and police clerk’s budget for items including donor-funded work on a police interview room, timely income-tax refunds, postage-meter funds and additional insurance-costs coverage. Ordinance 2025-83 transfers funds within the municipal court general projects budget to cover the city’s one-third share of a proposed court transport vehicle and to reclassify budget-neutral line items. Ordinance 2025-84 accepts the dedication of a new street, Progress Parkway, in the city’s Third Ward.
Council also passed Resolution 2025-46 expressing appreciation to Director of Finance Kathleen E. Kaufman for her years of service; the clerk recorded the resolution’s passage and multiple councilors offered verbal thanks before the roll call.
The council accepted the third-quarter 2025 credit-card compliance report from compliance officer Linda Neely by motion from Councilor Easter with a second from Councilor Jones.
