Board approves consent calendar, honors retirees and CSAC graduates; closed session authorizes joint-defense agreement

The consent calendar passed 5-0. Items on consent included retirement and proclamation resolutions: the board read and adopted a retirement resolution honoring Correctional Deputy Deanna (Dianna/Deanna in text) Fox for 30 years of service with the Humboldt County Sheriff’s Office and a resolution honoring Robert "Bob" Pryor for decades of service to the Humboldt County Fair and the community. The board also proclaimed August 2025 as Child Support Awareness Month and commended the Humboldt-Trinity Child Support Agency for local distributions.
Chief Administrative Officer (CAO) Hayes introduced a presentation from the California State Association of Counties (CSAC) Institute. CSAC staff described the Institute’s county leadership credentialing program and presented certificates to 29 Humboldt County graduates who completed roughly 45–50 hours of instruction as part of a regional cohort. Paul Danczyk of the CSAC Foundation and a CSAC representative noted the Institute’s goal of advancing county leadership and reported the local cohort joins a statewide alumni network.
During public comment several residents addressed community issues ranging from a bright security light at Myrtle Avenue and Park Street to broader concerns over use of federal funds. Multiple organizations and individuals — including Astronomers of Humboldt and Humboldt Waterkeeper — also spoke during the public hearing on the outdoor lighting ordinance (covered in a separate article).
The board later went into closed session on several items, including public-employee performance reviews and real-property negotiations. At the conclusion of the closed session county counsel reported that no reportable action was taken on the personnel and property matters, but that the board had unanimously authorized county counsel to enter into a joint defense and confidentiality agreement with other named defendants in April James et al v. Matthew Kendall et al., case number 3:25-CV-03736.
