Denison council approves 5-foot chain-link fence, daylight hours for Forest Park dog area

The Denison City Council on Oct. 6 approved installation of a 5-foot-high, black powder-coated chain-link fence for a proposed dog park in the southwest corner of Forest Park and limited operating hours to daylight until lighting can be installed.
City staff presented the site selection, fence materials and operating-hours recommendation. "We evaluated various options at the South End of Forest for all of the pros and cons. After that evaluation ... staff is proposing that the green option be the 1 selected as the most suitable," said Miss Parsons, city staff, during the presentation. Parsons said the chosen location keeps event areas separate from the dog area, improves parking and accessibility, and provides existing shade.
The council heard that staff is recommending a black powder-coated chain-link fence to match other city fencing and because it offers a durable, low-maintenance solution. "We're requesting approval for a 5 foot tall black powder coated chain link fence. It matches the existing dog park fence and materials," Parsons said. Staff also noted the city will post signage setting hours to daylight only until funding for lighting is available.
Mayor Pro Tem Adams moved to approve the fence at the selected southwest-corner location with daylight-only hours until lights are installed; Councilman Redwine seconded. The motion carried.
Council members asked staff about alternatives and trade-offs. Parsons said the chosen site reduces conflicts between dog users and other park users and keeps existing event layouts intact; she also pointed to easier parking access at the selected site. One council member asked why a different (red) location was rejected; staff replied that the red site would place the fence closer to the park center, constraining event space and future passive-recreation expansion.
Implementation details to be provided by staff include exact fence placement, signage and timetable for installation. The council did not set an installation date during the meeting.
The vote was recorded as carried; the council did not specify a roll-call tally in the public portion of the meeting.
Denison officials said lighting and any future changes to hours will depend on future funding and subsequent council action.
