The Rockingham County Board of Commissioners voted to approve a performance agreement with Innavim following a public hearing on Oct. 6, 2025.
Under the post-performance agreement described by Carrie Taylor Penix, Innavim will make its investment, list and pay taxes, and then receive a return equal to 40% of qualifying taxes paid over five years, disbursed in five phases. The board moved to approve “as printed”; the motion was made by Commissioner Richardson and seconded by Commissioner Hall and passed 4–1.
Penix presented the corrected agreement language and noted a formatting error in Section 5 (remedies) that had been fixed in the version considered by the board. No members of the public signed up to speak during the hearing.
The board did not identify which commissioner voted against the motion in the record. The county clerk confirmed the 4–1 tally on the meeting record.
The agreement is structured as a post-performance incentive: the company completes investment and hiring, pays the tax liability, and then receives the specified portion of tax returns. Commissioners asked no follow‑up questions at the time of the vote.
The board’s approval allows the county to execute the performance agreement as presented; any further budgetary or implementation steps were not specified during the hearing.
