At its June 16 meeting the Denison City Council took the following formal actions (motions approved unanimously unless otherwise noted):
- Conditional-use permit, Union Pacific rail yard (agenda item 5a): Approved an ordinance granting DeLisi Brothers a conditional-use permit for an aggregate transloading and sales yard at the Union Pacific property, subject to state and local permits, continuous dust and noise abatement, maintenance of a tree-line buffer on the north side of Ray Drive, construction of a new access road to Katy Memorial Expressway with civil engineering plan approval, barriers on Ray Drive to prevent customer/operator truck traffic, replacement of the east-side gate to a locked emergency-access gate, and utility infrastructure approvals.
- Rezoning to planned development (agenda item 5b): Approved rezoning of approximately 7.7 acres at 2430 West Coffin Street to a planned development with SF-5 base zoning; council added a requirement that dwelling units include two-car garages and two additional off-street parking spaces.
- Rezoning to SF-10 (agenda item 5c): Adopted an ordinance rezoning approximately 10 acres at 2700 Randall Lake Road (also referenced as Granddale Lake Road in materials) from Agricultural to SF-10 single-family residential to allow one or more residential lots; applicant intends to retain the existing residence on one lot and subdivide the remaining parcel.
- Demolition cost assessment (agenda item 5d): Found demolition and cleanup of structures at 1927 West Johnson Street to be a public nuisance and levied an assessment of $8,077.88 plus interest at 10% per annum as a lien against the property.
- Iron Ore Creek Cemetery (agenda item 5e): Adopted a resolution to take possession and control of the Iron Ore Creek Cemetery under Texas Health and Safety Code 713.009 on behalf of the public and approved an action plan for maintenance and care, with council set to take possession no later than Aug. 15, 2025.
- Streets overlay purchase (agenda item 6a): Approved a cooperative purchase proposal of $619,580 from Area Wide Paving LLC for asphalt overlay work on several city streets as part of the FY2025 streets program; staff said $700,000 was budgeted for the program and approximately $80,000 is being held back for a separate concrete repair project.
Other items: Staff presented a required project update on the five-year consolidated plan for Community Development Block Grant (CDBG) funding; no council action was required on that information item. Council did not go into executive session and adjourned at about 7:27 p.m.
