The Denison Planning Commission on July 22 recommended approval of a conditional use permit to allow an accessory dwelling unit (ADU) at 613/615 West Munson Street, with conditions intended to ensure emergency access, adequate parking and separation from adjoining properties.
Planning staff described the proposal (case number 2025Dash102CUP) as a one-bedroom ADU with separate water, sewer and electrical service; the applicant proposes to use the alley for access but staff said "the fire marshal 'will require that an improved pathway from Munson Street be constructed to the back of the property for access to the ADU." Staff also discussed the need for gates in any privacy fences so emergency personnel can reach the unit.
Owner Elana Bennett said she recently received a building permit for the main house and is ready to proceed with work on the ADU. Bennett said she will manage the property and will not occupy the main structure herself. Nearby resident Mark Schley, who lives at 611 West Munson, told the commission he worries about fencing and past problems with trash and parking; Schley said a 2021 fire that started near the houses burned the west side of his home and expressed concern about setbacks and access.
Staff recommended a single car driveway for the ADU and reminded the commission that parking in the alley is prohibited; staff also warned that a CUP can be revoked if conditions are not followed. A commissioner moved to recommend approval of the CUP and the commission voted in favor; the recommendation goes to City Council for final action on Aug. 4.
