Council to consider permanent easement for Dominion Energy natural gas line near Exit 5

City staff told the North Augusta City Council at the Oct. 13 study session that an ordinance on second reading would grant Dominion Energy in South Carolina a permanent easement across city property near Exit 5 to place an underground natural gas line.
City Administrator Jim Clifford said Dominion is installing an underground gas line running south to north to serve neighborhoods north of Interstate 20. The easement would allow the line to cross city land near Exit 5; Clifford said the city had already approved a temporary lay-down yard at his administrative level but council approval is required to grant permanent easement rights. "So as they go through underneath Interstate 20, which they have permission to do through DOT, they would need to have access to city property there," Clifford said.
Staff recommended approval; the ordinance passed on first reading earlier, the administrator reported, and the second reading was being scheduled. No formal vote took place during the study session. Linda Williamson was made available to answer budget questions related to the matter.
If the easement is adopted, Dominion Energy would have permanent rights to install and maintain the underground line as described in the ordinance; staff said the easement is intended to improve service to neighborhoods north of I‑20.
