Council considers allowing halo (backlit) signs in downtown mixed-use zones

City staff told the North Augusta City Council during its Oct. 13 study session that proposed changes to the City of North Augusta Development Code would allow halo (backlit) lighting in two downtown mixed-use zoning districts.
The ordinance identified as 2025-17 would amend Chapter 18, Article 9, to add a definition for “halo” lighting and permit that style of signage in Downtown Mixed Use 1 and 2. City Administrator Jim Clifford said the council has discussed the matter in prior study sessions and council meetings; "this would allow for halo lighting, which is essentially backlighting, in downtown mixed use 1 and 2," he said.
Staff indicated the amendment addresses the distinction between neon-style illumination and halo backlighting for signs in the downtown core. The item was presented as a second-reading ordinance; no vote was taken in the study session. Planning and development staff are prepared to answer ordinance-specific questions at the formal hearings.
If adopted, the change would alter sign rules in the named downtown districts; the council and staff noted the issue has been reviewed in earlier public briefings.
