Adrian Main Street: Town Square designs near completion; Winter Street bike loop heads to MDOT review

Town Square schematic designs are about 95% complete and expected to go out to bid once the remaining items are finished, Main Street Director Jay said at the Main Street Board of Directors meeting on Aug. 13.
The design work covers the downtown Town Square footprint and how new features will fit along the adjacent alley. "From the initial design, nothing has really changed. It's just how does it fit in and how does it work along the alley there," Jay said.
Why it matters: The board was told the Town Square project is a near-term capital improvement that will shape public space downtown and will be advanced through a formal bid process once final design details are resolved.
Board members also heard an update on the Winter Street bike loop, which Jay said produced 122 pages of civil engineering plans and is currently in the Michigan Department of Transportation (MDOT) grade-inspection phase. Jay said a work-group meeting with MDOT, the Smith Group consultant and staff is set for Aug. 21 to review MDOT feedback. "If everything goes expected, it will go out to letting or the bid process, sometime in November or maybe in January," Jay said, adding construction would likely occur in spring.
The board discussed a possible wayfinding project. Jay said the Smith Group — which does wayfinding services — has provided initial input after a board member recommendation; staff will seek additional estimates and expects the work to be a winter project.
Jay also updated the board on Library Square: playground equipment has been ordered and is expected to arrive in about four weeks; staff will coordinate with the supplier and the Department of Public Works for installation.
Board member Steele urged attention to the Michigan Main Street self-assessment, due Aug. 22. "It really gives them a chance to take a look at, you know, where our strengths are and our weaknesses are," Steele said, noting completion of the assessment could affect the program's designation level.
No formal votes were taken on these capital items during the meeting; staff said next steps include final design sign-offs, the Aug. 21 MDOT review, and then public bidding as schedules permit.
