The City of La Marque City Council adopted Resolution R‑2025‑0033 on July 21, 2025, authorizing specific city officers to sign and endorse checks and drafts on municipal bank accounts and specifying the bond amount required by the city charter.
City Clerk Kira Nance told the council the item had been brought forward to add or update signers. Councilmember Joe Papia moved that the authorized signatories be the city clerk (Kira Nance), the police chief (Chief Aragon) and the fire chief and emergency management coordinator (David Merryman), and that the city pay bonding for each signatory. Papia initially proposed a $50,000 bond per signer to limit exposure; the council amended that figure during discussion to $5,000 to match the amount set in the city charter and then voted to approve the resolution.
Council discussion referenced the city—9s emergency management ordinance: one councilmember noted that the mayor—9s administrative duties in declared emergencies do not remove the council—9s authority to approve spending. Council members and staff also discussed that the mayor historically had been listed as a signer but that many municipalities avoid elected officials as routine signatories. The motion passed by voice vote after a second was noted and no opposition was recorded.
The council recorded no roll-call tally in the public transcript; the resolution was adopted and the clerk was directed to implement the updated signatory and bonding arrangements.
