Plan commission recommends rezoning of 700 block of Mishawaka Street to allow two duplexes

The Elkhart City Plan Commission voted to recommend that the Common Council approve a rezoning of a 0.45-acre parcel on the 700 block of Mishawaka Street from M-1 Limited Manufacturing District to R-3 two-family dwelling district to allow construction of two duplexes.
Planning staff said the rezoning would align the parcel with surrounding R-3 zoning to the east and north, permit redevelopment of a long-vacant lot, and support the city’s housing goals as described in the 2022 Zimmerman Volk housing study. The staff report stated the rezoning will make redevelopment easier and help address housing shortages along the corridor.
Petitioner Steven (Merle) Anderson, who said he formerly owned the adjacent business and currently owns the lot, told the commission an environmental study was completed prior to the prior sale and excavation work and that he believed the property to be clean. A buyer and developer, Ashley Pilot, stated the plan is to build rental duplexes on the site.
The commission’s motion to recommend rezoning passed on a roll call vote. Commissioners recorded in the roll call as voting yes included Commissioner Jones, Commissioner Beecher, Commissioner Lawson, Commissioner Osborne, Commissioner Mishler and Commissioner Schaefer.
The recommendation will go to the Common Council, which holds final authority on rezoning decisions.
