The Machesney Park Liquor Commission on Aug. 18, 2025 approved two liquor-license transfers, including a transfer that will make Lakbir Singh the sole owner of Second Street Slots and a transfer of Plaza Los Panchos Mexican Grill's licenses to three new owners.
The approvals matter because liquor licenses are required for on-premises and packaged sales and transfers typically require municipal review and, in one case, forward the item to the village board. Deputy Clerk Sarah Cortinez told the commission staff had received required application materials and fees for both transfers and recommended approval with conditions.
Lakbir Singh, the applicant and current minority holder of Second Street Slots at 7817 North Second Street, was approved to acquire the remaining ownership share and become sole owner and president of the business's LLC. Staff reported Singh currently holds a liquor license for LBS Express Mart at 8320 North Second Street and that he has paid application fees. The staff report said Singh holds a 20% share of Second Street Slots and that Ike Tricky holds the remaining 80% share. Singh requested an expedited review of the transfer through Trustee Bailey. The commission approved Resolution 53 R 25 by motion of Trustee Sipes, seconded by Trustee Roat; the measure passed on a voice vote with no recorded opposition and will be heard later the same night on the village board agenda with a positive recommendation from the commission.
The commission also approved the transfer of Plaza Los Panchos Mexican Grill's liquor licenses at 8660 North Second Street. According to staff, Francisco and Leslie Morales have owned and operated Plaza Los Panchos since 2022 and held the business's class R and class B licenses. Jorge Lopez, Carmen Lopez and Alejandro Cruz applied to transfer those licenses to their names; staff said the applicants submitted required documents and paid fees and recommended approval with conditions. The commission approved Resolution 55 R 25 by motion of Trustee Rhodes, seconded by Trustee Sipes; the measure passed on a voice vote with no recorded opposition. Staff noted that, other than ownership, no operational changes to the business were indicated in the application.
