Board selects Envoy Inc. to scope Lincoln Park Refresh using build-operate-transfer model

The Zionsville Parks and Recreation Board voted on Oct. 8 to enter a scoping phase with Envoy Inc. for the Lincoln Park Refresh project under a build-operate-transfer (BOT) procurement model, advancing Resolution 2025-04.

Parks Superintendent Jared told the board that earlier bids for the Lincoln Park Refresh came in above the engineer’s estimate and available allocations. The board had rejected those bids and solicited proposals for a BOT approach. A request for qualifications and proposals was issued on Sept. 4, closed Sept. 24, and drew two submittals. A selection committee reviewed proposals for business structure, public-sector experience, project approach, financial health and required insurance, and recommended Envoy Inc.

Resolution 2025-04 authorizes entry into a public-private partnership to begin scoping with Envoy. Jared said the scoping phase will determine construction methods, materials and final price; a guaranteed maximum price (GMP) and formal agreement would return to the board for approval. Jared and board member Doug Tishbein will sit on scoping meetings; legal counsel from both entities will finalize any agreement. Jared added that the BOT method will produce a GMP and “there are no change orders” once a GMP is agreed, though contingencies will be built into the GMP and underspent contingency funds would return to the town.

Board members noted the town has used the BOT model before for wastewater expansion and that the town council adopted enabling authority in prior years. The board approved the resolution by roll call.

No contract price was approved at the Oct. 8 meeting; the formal contract and GMP will be subject to future board approval after scoping.
