Several commissioners reported they reviewed the Federal Aviation Administration (FAA) environmental-impact statement (EIS) for heavy-lift Starship launches and expressed concerns about potential local impacts, including periodic beach closures, air-traffic disruptions and mitigation projects that could relocate wildlife outside Brevard County.
Member Tucker, who attended an EIS presentation, said the study and associated materials were extensive and warned the review could lead to repeated local disruptions. Tucker and others said the EIS estimates beach closures and airspace restrictions for launches and that the long-term goal discussed in the presentation would be frequent launches. He said the EIS materials and summary binders were available to the public.
Commissioners and speakers raised specific concerns about mitigation proposals that would move species such as gopher tortoises and scrub jays to other parts of Florida or out of the county rather than mitigate impacts within Brevard County. "No mitigation project from the space center should be allowed to leave Brevard County," one member said, arguing mitigation funds should be used locally.
City staff (Lily) said, as of the meeting, 79 comments had been submitted digitally on the FAA docket and encouraged residents to submit comments; a public-comment deadline mentioned in the meeting is September 22 for a prior phase. Staff directed residents to the FAA materials and noted the public comment process is being recorded and transcribed by court reporters.
The commission did not take a formal position on the FAA EIS during the meeting; members encouraged residents to review the EIS and submit comments before the published deadline.
