Council adopts Highway 89 master plan and signs cooperative framework with UDOT

Perry City Council adopted the Highway 89 transportation master plan as an element of its general plan and approved a cooperative corridor agreement with the Utah Department of Transportation (UDOT) that outlines how the agencies will coordinate improvements along the corridor.

City staff and city attorney Bob Barnhill told the council the master plan resulted from a public process funded in part by UDOT and the Wasatch Front Regional Council and addresses speeds, crossings, signal warrants and other corridor improvements. Barnhill said he would have preferred more detail in places but that the consultant met its contractual requirements; he recommended adopting the master plan and the UDOT cooperative agreement to give guidance to future developers and engineering reviews.

Council members raised concerns about signal warrants and pedestrian crossings. One council member noted UDOT had previously determined some intersections did not meet the traffic thresholds for a signal; staff said UDOT issued a conditional green light for a crossing at 2700 South contingent on realigning local streets, a grade change and potential property acquisition. Barnhill said the master plan and the cooperative agreement are intended as guiding documents that would be consulted during development review and when pursuing grant funding.

The council approved Resolution 2025-21 (the cooperative/UDOT agreement) and Ordinance 25P (adopting the Highway 89 transportation plan) in a combined motion and roll-call vote. Council member Walker, Council member Wright and Council member Toor recorded yes votes and the measures passed.

Staff noted the plan is not prescriptive; design details and final improvements will be handled during development review and as funding becomes available, and the city can amend the plan if needed as projects advance.
