Board begins multi-month review of ASBA policy advisories; first readings scheduled

The Bullhead City School District Governing Board began a planned review of policies provided by the Arizona School Boards Association at a workshop on Oct. 13, 2025, and heard first readings of several ASBA policy advisories.

Superintendent Dr. Carolyn Stewart told the board ASBA has been issuing updates across the district-policy manual and that the district will work through the advisories by section over several months. The board expects to treat full sections as a group so second reads can address consolidated changes rather than requiring separate votes on every advisory.

Items discussed on first reading included the ASBA advisory for AA (district legal status) and a DJE advisory on bidding and purchasing procedures. The board reviewed proposed deletions of duplicated language, including a specific district-boundaries description (policy AB) that the advisory recommends removing in favor of a reference to county records. The superintendent explained that some material in ASBA advisories duplicates policies already covered elsewhere in the manual (for example, Title IX harassment policies) and that redundant sections would be removed or relocated.

Board members were notified that updates will show deletions as strike-throughs and additions as underlined text; Cass (district staff) will place policies in the draft agenda to allow time for homework and attorney review where board members request it. The superintendent said certain sections (notably Section E and Section G) are long and will require more time for review and decision-making.

The board did not take final action on policy changes at this meeting; items presented were first reads to inform later votes.
