Council accepts resignation, appoints Jason Miller and names Kevin Rosa as alternate to Environmental Commission

Titusville City Council on Sept. 23 accepted the resignation of Titusville Environmental Commission alternate member Joshua Kosi and appointed Jason Miller to a regular seat. Council also appointed Kevin Rosa as the commission's alternate member.

City Manager reviewed candidates and said three applicants had expressed interest in the regular or alternate positions and that Kevin Rosa, who currently serves on the North Brevard Parks and Recreation Commission, indicated willingness to serve on both bodies.

Multiple community members spoke in support of Kevin Rosa at the council meeting. Endorsements came from Kaye St. Onge, who cited Rosa's work removing invasive species and partnering on park improvements; Tom Abbott and Steven Scott described Rosa's hands-on volunteer work in the Indian River Lagoon and shoreline cleanup; Tony Shiflow and other speakers recommended Jason Miller for his environmental science background.

Council Member Nelson moved to accept the resignation and to appoint Jason Miller as the regular member and Kevin Rosa as alternate. Council discussed whether dual service on city and county boards was permissible; the city attorney advised dual service was allowed in this situation because one appointment was to a county board and would not constitute dual office holding under city rules. The motion to appoint Miller as regular member and Rosa as alternate carried unanimously.
