City staff told the council the municipal code was last reviewed in 1997 and that the proposed ordinance separates procurement of goods from public works contracts, aligns bid thresholds with the Uniform Public Construction Cost Accounting Act (commonly referenced in the meeting as 'Kepka'), and clarifies procurement processes for architectural and engineering services and other professional services.
