Commission hears update on deteriorating property at 323 West Wall and awards demolition contract for 1105 South Scott

The commission’s unfinished-business agenda included two property matters the panel has been tracking: 323 West Wall, a previously tabled property, and 1105 South Scott, where bids were solicited for demolition.
Leroy (identified in the meeting as a city staff member) reported that the condition of 323 West Wall has worsened in recent months: more of the roof has fallen in and debris was observed on the property. Leroy said he had not recontacted the owner after the item was tabled and that the owner previously told staff she lacked funds and had no plans for the property; Leroy said the owner was previously amenable to the city tearing the building down. Staff also said they had identified three contractors who expressed interest earlier but the follow-up was misplaced and not completed; Leroy offered to lead renewed outreach and said he would report back at the first meeting in February.
Commissioners discussed available options, including transfer of the property to the Land Bank. Staff noted the owner currently owes the city about $9,000 in back taxes, with an additional roughly $3,000 expected to be added—bringing the total obligation to about $12,000–$13,000—and that grants and tax credits may reduce that liability if the owner agrees to donate the property to a contractor willing to restore the house.
The commission voted to table further action on 323 West Wall and requested staff to contact contractors and the Land Bank and return with a progress report at the next meeting.
On 1105 South Scott, the city solicited demolition bids and awarded the work to Dave’s Demo at a bid of $3,500. Meeting minutes and the transcript record that Dave’s Demo’s bid of $3,500 was the low bid (the next bids were $5,000 and $6,400) and the commission accepted Dave’s Demo’s bid; contractors are on-site with equipment and the company said it is ready to proceed.
Ending: Staff will re-engage the owner, contact the three interested contractors and report back at the next regular meeting; the demolition contractor for 1105 South Scott is prepared to begin work and city staff will coordinate timing and any necessary permits.
