El Campo awards contract for permanent generators at three water plants

El Campo City Council on Oct. 13 approved Resolution R2025-50, awarding a contract to J4 Fencing and Services LLC for a project to install permanent generators and automatic transfer switches at the Wilson Street, Kentucky Street and Avenue F water plants.
City staff said the project was delayed while a FEMA reimbursement application was pending and that the city received a grant covering 90% of eligible costs; the local share is approximately 10% and will be paid from the utility fund. Staff estimated the city’s share at roughly $85,000; the meeting packet lists engineers Strand and Associates as the project engineer and showed two bids were received (J4 Fencing and McDonald Municipal and Industrial).
Representatives of J4 Fencing were in the council chamber and answered council questions about generator brands and ongoing maintenance. Harley Strock of J4 said the company would source generators through a Houston-based supplier and that technicians and parts would be available locally through that supplier. City maintenance staff described an existing preventive-maintenance program that includes weekly or periodic generator exercise, twice-yearly preventive maintenance, annual load testing and remote monitoring software for alerts.
A motion to approve the resolution passed; the meeting record shows a motion and second and the mayor announced the motion passed. No additional spending authorization beyond the contract award was recorded in the council remarks at the meeting.
The contract award allows the city to proceed with procurement and installation; because the grant is reimbursement-based, the city will pay costs up front and seek reimbursement per the grant terms.
