Board adopts updated Truckee Donner Rec & Park Quimby in-lieu fee schedule; small fee increases tied to land-cost comps

Nevada County on Aug. 12 adopted a resolution implementing updated Quimby land-dedication and in-lieu fees for the Truckee Donner Recreation and Park District based on a district-conducted nexus study.

Planning and district staff briefed the board that the district completed an updated nexus study in 02/2025 and adopted the fee amendments in June. The changes are modest: the single-family dwelling in-lieu fee moves from $8,650 to $8,968 per unit, and the multifamily fee from $7,570 to $7,849 per unit. Staff said the updates primarily reflect increased land-value comparables used in the Quimby in-lieu calculation (the study cited an average land-acquisition comp of about $677,000 per acre, up from prior figures).

Truckee Donner Recreation and Park District General Manager Sven Leff (spelled in materials as Sven Leff) answered board questions: the Quimby program allows developers to dedicate land for parks or pay fees in-lieu; the land-dedication square-footage requirement remained unchanged (about 577 square feet per unit) and only the calculated in-lieu monetary amounts were updated to reflect current comps. The district reported it had provided standard public outreach at district hearings when the study was adopted earlier in the year.

After a public hearing (no callers and no public comment during the board hearing), the board adopted the updated fee schedule by roll-call vote, with the new fees becoming effective Oct. 11 (60 days after the hearing) consistent with state requirements for subdivision-related fees. County staff said the district and county will monitor fee levels and return if additional adjustments are required.
