Staff provided several informational updates during the study session under general discussion.

Stuart (city staff) said the public works department is issuing an RFP to study the feasibility of Gillespie Draw as a potential West Beltway corridor. The study would determine viability, produce up to a 30% roadway design if viable, and include at least two public meetings. Stuart said conservation easements and county development are narrowing alternatives, increasing the importance of the study.

Staff also said the council will receive a quarterly budget execution presentation at the next regular meeting, intended to show how city budgets are being spent across quarters.

The mayor and staff discussed Operation Greenlight, a veterans’ recognition campaign running Nov. 4–11. Staff said sponsors are providing bulbs in exchange for canned goods and that the city will light Grinnell Plaza green during the period; staff and the VFW are coordinating outreach including a potential school-district food-drive partnership.

A councilor relayed a high-school student’s cybersecurity concern about a fire-department home-safety registry (referred to in the discussion as a home information database used by firefighters to locate gas lines and other hazards). The chief (as reported by staff) clarified the registry would be housed at the fire department with restricted access limited to fire personnel; staff indicated they would provide more details as needed.
