City Clerk Ashley Foster briefed the council on an administrative ownership transfer request for the Cowboy Cafe liquor license (referred to in staff materials as Lisonbee No. 12) from Cowboy Cafe 2, LLC to KMR Enterprise, LLC.

Foster said the new owners have indicated they do not plan operational changes and have already applied for license renewal. She noted state guidance recommending a caveat in the memo: if the transaction does not close by year-end, the license transfer would be moot and the existing license would remain with the current owner and expire at year-end. The sale is scheduled to close in November; staff said they do not anticipate problems.

Foster characterized this as a routine administrative matter and answered no further questions. No formal council vote was recorded at the study session.
