Union County schools name Charles Mumpower to lead Syllogis finance system implementation; committee hears status update

The Union County Public Schools Finance Committee received a project update and introduction of Charles Mumpower, who recently joined the district to lead the finance software implementation with vendor Syllogis.

"I'm Charles Mumpower, and I am thrilled to be a part of the Union County Public Schools team," Mumpower said. He described a 30-year background in technology and enterprise application work and said he has been meeting with district teams to document business processes and to perform an environmental scan of the project.

Mumpower told the committee that the project is currently in a discovery or requirements phase while he completes an environmental scan and meets with the vendor to confirm what work remains. He said Syllogis will provide a sandbox (development) environment and that data conversion will be incremental rather than a single one-time push; that approach will support iterative testing, unit and systems testing, and staff training before a live cutover.

Mumpower explained the team's likely approach is a hybrid implementation: prioritizing the financial module first and running it in parallel while payroll and other components are implemented, in order to manage risk and achieve early returns. He said he will produce a milestone slide and a more detailed project plan with a RACI matrix to track responsibilities and dates.

Committee members asked about timeline specifics and sandbox specifications. Mumpower said he is "too early" to provide a firm go-live estimate but expects to have milestone dates soon after additional vendor meetings and the next phase of discovery. Committee members welcomed him and encouraged the district to add resources if needed rather than extend existing software contracts without assessment.
