The Bay County Board of Commissioners on Oct. 7 approved multiple routine resolutions and made two appointments to the Bay County Board of Canvassers.
The board received recommendation lists from the county Democratic and Republican parties and used a paper ballot process under MCLA 168.24c in compliance with the Open Meetings Act to fill two four-year canvassers terms expiring Oct. 31, 2029. The Democratic slate produced six votes for Pedro Santos and one vote for Tom Bach; the board then moved to appoint Pedro Santos. The Republican slate produced seven votes for Lori Daughtry; the board moved to appoint Lori Daughtry. Both appointments were approved by motion and voice vote.
Other resolutions approved by the board, most by voice vote with little or no discussion, included:
- Resolution 2025-182: Recognizing October 2025 as Family Court Awareness Month in Bay County (approved).
- Resolution 2025-183: Operation Greenlight (honoring veterans; approved).
- Resolution 2025-184: Designating the Bay County Office of Soil Erosion and Sediment Control as the county enforcing agency in reclassification of a civil engineer position (approved).
- Resolution 2025-185: Michigan Transportation Fund Bonds series 2025 (approved; separate presentation by Road Commission staff).
- Resolution 2025-186: Road patrol township contracts for 2026 (approved).
- Resolution 2025-187: Court officer liaison deputy position (approved).
- Resolution 2025-188: Addition of OWI reimbursement to the Bay County Sheriff's Office fee schedule (approved).
- Resolution 2025-189: 2025 assessment rules with the drain commission (approved).
- Resolution 2025-190: Local health department and Medicaid health plan care coordination agreements for case management (approved).
- Resolution 2025-191: Budget adjustment and purchase of a replacement truck for mosquito control (approved); discussion noted the vehicle had been totaled in a recent accident and the county's mosquito-control staff described typical risks encountered during night work.
- Resolution 2025-192: Holding the Parliament Conference Room as a polling location (approved).
- Resolution 2025-193: Labadee Lounge advertising and lease agreement (approved).
- Resolution 2025-194: Bid award notification, RFQ 2025-3, for architecture and design professional services for the Bay County pool facility (approved).
- Resolution 2025-195: Bid release for RFQs for assessment of juvenile home financials (approved).
- Resolution (payables): Routine payable approvals (approved).
County Administrator/official reports noted the Bangor Township Downtown Development Authority donated a bench for placement in front of the Civic Arena and that the new health services building construction is progressing; a commissioner also reported sessions at the Michigan Association of Counties conference and relayed a constituent's account of an out-of-area equity company raising fees at a local retirement property.
