The House Committee on Taxonomy took final committee action on four bills on the agenda: it adopted House Bill 24-34 (streamlining business licensing) and Senate Bill 24-31 SD1 (food safety for small food entrepreneurs), and it tabled House Bill 24-59 (Fair Billing Practices Act) and Senate Bill 24-22 (photo ID for in-person card/check transactions).
House Bill 24-34, “to streamline business licensing in the Commonwealth by establishing a business startup task force, a digital one-stop platform, a support center, and a conditional business licensing process,” was adopted by the committee with a motion, second and voice vote. The chair directed the legislative assistant to prepare the house standing committee report with the committee’s recommendation for passage to the full body.
Senate Bill 24-31 SD1, “to ensure food safety and support small food entrepreneurs who sell non-time-temperature-control-for-safety (non-TCS) home-cooked meals,” was likewise adopted after no amendments were proposed; the legislative assistant was directed to prepare the committee report recommending passage.
House Bill 24-59 (Fair Billing Practices Act) and Senate Bill 24-22 (requiring presentation of valid photo identification for certain in-person transactions) were each the subject of discussion and, in the case of HB 24-59, extended public comment. The chair asked to table both measures to allow time for additional stakeholder input; motions to table were made, seconded and approved by voice vote. The committee did not record roll-call tallies for these voice votes in the transcript.
The committee adjourned after completing the agenda and will return to the tabled items at future meetings when staff reports and stakeholder input are available.
