The Downtown Estacada Commission on April 7 took several formal actions and reviewed event logistics for Uncorked and the July 4 parade.
Votes at a glance - Approval of minutes: The commission voted to approve the February 24 and March 3 minutes "as written." (Motion moved and seconded; voice vote; motion passed.) - Vice chair appointment: The commission nominated and approved Connie Redmond as vice chair. (Motion seconded; voice vote; approved.) - Chair appointment: The commission nominated and approved Sherry (surname used in packet, referenced as Sherry Stewart elsewhere) as chair. (Motion seconded; voice vote; approved.) - Strategic plan: The commission voted to accept the final strategic plan as developed; the motion passed on a voice vote and the plan was adopted as presented.
Commissioners and staff then discussed logistics for two upcoming events. Heather (staff/organizer) reported the Uncorked vendor application and payment portion are ready and that the application can be posted; commissioners agreed Heather and staff should receive copies of incoming vendor applications. The commission discussed vendor limits (discussion participants referenced an operational target of about 26–28 vendor slots), OLCC permitting, and use of existing event maps used for Oktoberfest. Heather said she will submit required road closure applications and asked for guidance on additional toilets and dumpsters; staff and commissioners agreed on securing extra toilets and a dumpster and on confirming placement based on prior event experience.
Members also discussed July 4 parade logistics, barricade storage and volunteer needs. Commissioners noted many members are already assigned parade duties and recommended a volunteer recruitment approach that would allow residents to “adopt an intersection” to set up and remove barricades; staff said parade registration forms and fees follow the standard process and that DEC would provide parade registration information. Jerry (staff) emphasized the need to create a separate community engagement or volunteer-recruitment committee to reduce event staffing burdens on commission members.
No budgetary appropriations or contract awards were made at the meeting; staff said they will proceed with posting applications, ordering additional toilets and submitting road-closure paperwork, and will circulate applicant lists and event details to commission contacts as they become available.
