Edinburg council approves multiple event permits, contracts and routine measures; week-without-driving permit cleared

EDINBURG, Texas — The Edinburg City Council on Oct. 7 approved a range of permits, contracts and resolutions covering temporary street closures for events, procurement awards and routine municipal business.
Among the actions, the council approved a temporary special-use permit and closure for the "week without driving" pedestrian and cycling event planned for Oct. 12, 2025; temporary permits for a bridal march (Oct. 25) and a Turkey Fest at St. Joseph Catholic School (Nov. 7–8); contract awards for fuel and lubricant supplies; and an agreement for election services with Hidalgo County for the Nov. 4 municipal general election.
The pedestrian-and-cycling event drew public support from Dr. Nazanin Haydarian, an assistant professor at UTRGV, who described the proposal as modeled on Mexico City's Paseo Dominical and thanked city staff and partners for planning. "This event that's proposed on October 12 in Edinburgh is planned to take place by UTRGV, the transit center, city hall, the ACE, the amphitheater, South Texas Museum, and the county courthouse," she said.
Other actions on the agenda included awarding bid 2025-25 for fuel, authorizing the purchase of a 2026 Chevy Tahoe and related emergency equipment, authorizing the purchase of collection containers, and entering an agreement with WSP USA for landfill-related engineering services. Council also nominated candidates for the Hidalgo County Appraisal District board and authorized a homeland security grant application.
Most consent-agenda items (contracts, testing services, equipment purchases and administrative rescissions) were approved as a block. One information-only item—proposed code changes to towing and vehicle-impound rules—was discussed and tabled for further outreach to local towing businesses and residents.
