RDC staff outlines residential housing development program, tax impacts and student projections

Staff said the RHD plans have been distributed to the Portage Township assessor and trustee, property owners within proposed areas and that notice will run in the newspaper. After a 30-day review period that ends around Oct. 7, public meetings and a declaratory resolution process will follow: Plan Commission review for consistency with the master plan, then City Council consideration and a special Redevelopment Commission meeting on Nov. 6 for a confirmatory resolution and public hearing.
Staff explained that engagement letters for a municipal financial advisor, bond counsel and economic development finance services are being drafted; those services will be paid from obligations issued for incentives. The update included fiscal impact projections: staff said build-out might include about 1,200 dwelling units, with the school district estimating 0.5 students per dwelling unit (roughly 600 students). Using a formula of $9,400 per student, staff presented a rough estimate of about $5,640,000 in new school funding at full build-out. Staff also discussed circuit-breaker and levy mechanics under state rules and said the primary levy impacts would be limited to specific cumulative or development funds rather than all taxing units.
Ending: Staff filed the update and said engagement letters will be ready for RDC approval at the next regular meeting; a public information event on taxes and the program will be scheduled to explain impacts to residents.
