The Fort Scott City Commission at a special meeting on July 23, 2024, voted to approve an amended memorandum of understanding with Freeman Healthcare System that updates the entity's Kansas name and adjusts the timing of payments while keeping the total payment amount the same.
Bob, a staff member, told commissioners Freeman "has changed their Kansas name" and that the hospital building "has been purchased finally, and that's closed." He said the only substantive contractual changes were the updated entity name, a shift in the payment schedule so the city will make the payment "before the first year," and an extension of the project's internal timeframe from April to June so Freeman could complete permitting. "The money's the same," Bob said.
A commissioner moved to approve the amended MOU; the motion passed on a roll-call vote with all members voting yes: Matthew Wells, Dylan Olsen, Catherine Salisbury, Tim Van Hooky, Ben Benicki and Tracy Dancer. Bob told the commission he would follow up to confirm whether the name of Freeman's new hospital in Pittsburg would also differ from the name in this agreement.
The commission took no other substantive changes to the funding amount or scope during the discussion. With the vote completed, the special meeting was adjourned.
