Resident asks CRA to consider BMX pump track in CRA area; board suggests staff coordination and scheduling

During petitions and requests at the Aug. 12 meeting, resident Derek Hale asked the board for permission to present a previously proposed BMX pump‑track project located adjacent to existing recreation facilities within the CRA area at a future meeting.
Hale said the project would serve riders of all ages and could be sited next to the skate park, and he requested the opportunity to present a PowerPoint at a future meeting. “It's something that would facilitate and, work and live right next door to the skate park, and it would be for all ages, not just bicycle riders or skateboarders, but, your scooters as well,” Hale said.
Board members said the project is eligible for CRA consideration because the site lies in the CRA boundary, but they urged Hale to meet with staff first and to provide a financing plan and cost estimates before a formal presentation. Member Stockel noted the wide range of likely costs for such facilities and observed the petition packet she received showed a range “anywhere from a $150,000 to a million dollars depending” on scale and features.
City staff advised the petitioner that the CRA meeting does not take final action on citywide projects that require council approval and that the petitioner should coordinate with staff about whether to appear before the CRA or city council. Staff recommended Hale outline what he needs, estimated costs, likely grants and potential maintenance plans so staff and the board can assess funding options.
No board vote or financial commitment was made at the Aug. 12 meeting; the board directed the petitioner to work with staff and to return with a packet of costs and funding options at a future meeting if desired.
