Town Manager Elizabeth Mascaro told the commission that having bid documents and engineering packages would also support pursuing state and federal grants; commissioners asked staff to contact grant assistance organizations that the town belongs to. Commissioners and several residents described recent incidents of flooding in the Cherry-and-Cedar street area and asked that the selected contractor coordinate closely with engineers to confirm actual pipe conditions before major construction.
The vote: After discussion, the commission accepted Atlantic Development’s Phase 1 proposal and directed staff to move forward with contract negotiations and grant pursuit. Staff noted that the scoping work should be done first to refine final construction scope and cost estimates.
