Council approves five-year field agreements but removes BMX contract pending public-access plan

Elgin City Councilmembers voted March 12 to approve five-year land-use agreements letting volunteer sports organizations maintain city facilities they use, with public access permitted when leagues are not using a field subject to Parks and Recreation reservation rules. The agreements cover the Elgin National Little League, Elgin Men’s Baseball League, Elgin Classic Little League, Elgin Babe Ruth Baseball League, Elgin Youth Football League, and the Elgin BMX Riders Association (the BMX item ultimately was removed for separate consideration).
Councilmember Goode and others raised concerns about public access at the BMX track, reporting the track gates were locked and that new signage made the site appear private even though it is city property. Goode asked for explicit contract language that the facility remain open to the public when not scheduled for races or practices and requested staff follow-up to ensure the facility remains available to residents "weather permitting." Councilmember Ortiz described seeing locked gates and new non-city signage that made the track look private, and he said the city website still advertises the facility as a public amenity.
Staff told the council the BMX Club has invested in the track, installing a fence and security cameras, and that the city had been planning a public-access policy in conjunction with the Elgin Sports Complex expansion and staffing. Several councilmembers proposed an amendment: approve the agreements now but remove the BMX association from the package and direct staff to return in roughly 60 days with a plan and recommended contract language to ensure appropriate public access while preserving the track for race-day quality.
The council accepted the amendment and approved the remainder of the agreements with that direction to staff (roll call recorded as 9–0 after the amendment). Staff committed to return with specific recommendations and language for the BMX agreement for council consideration.
Ending: The current five-year agreements move forward for the leagues; the BMX facility will be considered separately after staff returns with a public-access plan and recommended contract language within about 60 days.
