Council approves $76,000 test-well study and $31,900 design contract for waterline replacement

The Haysville City Council on Aug. 11 approved two items intended to assess and improve the city’s water supply and distribution: a $76,000 supplemental agreement with PEC for a water-supply and treatment study that includes installing a test well, and a $31,900 design contract with PEC for replacement of an aging waterline on Sandy Avenue.

Tony (city staff) told the council the supplemental agreement covers installing a test well, collecting water samples for laboratory analysis and producing a technical memorandum on water volume and quality. “We are seeking approval of the agreement with PEC in the amount of $76,000, and this we paid out of water contractual funds,” he said.

Separately, staff described a design contract for replacing a waterline constructed in the 1960s on Sandy Avenue and A Street. Staff estimated the construction cost at roughly $300,000 and said engineering fees are typically about 10 percent of construction. The council was told design would take about 60–90 days, with construction expected late in the year if priorities hold.

Both contracts were funded from water contractual funds and were approved by council motions and recorded votes. Councilors asked clarifying questions about the frequency of past failures on the Sandy Avenue line and staff said break history supported the replacement planning.

Staff will proceed to coordinate sampling, analysis and design work with PEC and will report status updates back to the council.
