What happened: The Town Council approved awarding a contract to HCG Construction for Phase 1 improvements to a water-quality pond at the southeast corner of Cottonwood Drive and Parker Road (CIP 24-020). The low responsive bid was $515,000; staff said the bid was slightly under the engineer's estimate and that HCG had recent town experience.
Scope: The project will retrofit the pond to improve maintainability and replace an undermined grouted-riprap spillway with a more resilient structure, clean out accumulated sediment/"muck," and make aesthetic improvements along pond edges. Staff said the work is scheduled for fall/winter construction with completion prior to 2026 and is P3-funded through the Cottonwood Commercial Area Urban Renewal District.
Procurement: Seven responsive bids were received; HCG Construction was low at $515,000 and staff recommended award. Council approved the award unanimously.
Next steps: staff will finalize contract documents and begin construction work in the fall/winter schedule; the urban renewal district will fund the work as planned.
