Project scope: The project will construct a 10-foot-wide multiuse trail on the east side of Parker Road to close two sidewalk gaps north and south of Pine Drive and south of Stroh Road; it includes about 0.7 miles of trail, two pedestrian bridges and retaining walls. When complete, sidewalk will be contiguous along Parker Road from Cottonwood Drive to Stroh Road.
Funding and procurement: Staff said approximately 72% of direct construction costs are reimbursable through a combination of state and federal funds (estimate about $2.6 million). Ten responsive bids were received; the low bid by Hammond Infrastructure was $3,721,000 and the engineer's estimate had been about $5.1 million. Town staff said Hammond has completed several town projects previously and recommended award. Council approved the award contingent on CDOT concurrence to meet funding deadlines.
Council discussion and conditions: Staff explained CDOT concurrence was pending but that missing a contract-execution deadline could forfeit available federal/state funds; council members asked whether the town would be obligated if concurrence was not received. Staff replied the award would be held until official CDOT concurrence, and the motion recorded that contract execution is contingent on receipt of concurrence.
