Danielle Acosta Stein, principal planner, told the council the parcel is served by existing roads, utilities and emergency services and that the city’s comprehensive plan identifies the area as suitable for medium‑density housing. “The site is well suited for medium density zoning, with strong connections to parks, services, and employment centers,” Acosta Stein said during her presentation.
