The Town of Parker on Sept. 15 approved an ordinance and resolution authorizing the annexation of town-owned right-of-way acquired for the planned extension of Drancebacher/Motzenbacher Road (the Drance Belt Road extension) west of the Todd Drive/Watson Barker Road intersection. Town staff said the annexation brings the right-of-way into Parker to clarify municipal boundaries and maintenance responsibilities for a corridor that will connect to Longland Parkway and tie into the Salisbury Heights neighborhood.
Staff presentation: Amber Woodhickin (staff) and a supporting staff member presented the annexation report, noting the land is town-owned, contiguous to Parker, is within the municipal planning area, and is identified for future annexation in the adopted three-mile plan and Parker 2035 master plan. Staff recommended approval after reviewing state and town annexation eligibility standards and confirming public notice requirements were met.
Council action: After a public hearing with no speakers, the council approved the resolution (25-050) and Ordinance 2.287 on second reading by unanimous votes. Council members characterized the item as a housekeeping action to align municipal ownership, maintenance and jurisdiction for an important roadway project (Todd Drive / Motzenbacher intersection and planned roadway extension).
Implementation: The annexed right-of-way will be incorporated into Parker's municipal boundary; staff said the annexation clarifies responsibility for construction and ongoing maintenance related to the planned road extension.
