Council approves Compark Business Campus metro district agreement to apply Parker model-service provisions within town limits

What happened: The Parker Town Council on Sept. 15 approved Resolution 25-058 and Ordinance 9.132.0.2 on second reading to apply Parker's model service-plan provisions to the portions of the Compark Business Campus Metropolitan District that lie inside Parker through an amended intergovernmental agreement.
Why it matters: the Compark district was originally created under Douglas County jurisdiction before parts of its territory were annexed into Parker. Because Douglas County continues to have jurisdiction over areas outside the town, the town and district agreed the way to ensure consistency inside Parker is to include model service-plan provisions in the IGA covering the property inside town limits.
How it happened: Town planner Jamie Wynne told council the district's Douglas County service-plan amendment would proceed with Douglas County for areas outside Parker, but the draft IGA will require the district to comply with Parker's model service-plan provisions for the in-town parcels. Applicant representative Audrey Johnson said the district was available to answer questions. The council conducted a public hearing, heard no public comment, and approved the resolution and the ordinance in separate unanimous votes.
What to watch: Douglas County will continue to process its service-plan amendment for the out-of-town parcels; inside Parker, the IGA will function as a contractual mechanism to require compliance with the town's model service-plan requirements.
