Board adopts updated Quimby in‑lieu fees for Truckee Donner Recreation and Park District; modest per-unit increases take effect Oct. 11

The Board of Supervisors on Aug. 12 adopted updated Quimby in‑lieu parkland fees for the Truckee Donner Recreation and Park District based on a June 2025 nexus study. County staff explained the change and the district’s general manager described the methodology used to update land/value comps.

Brian (County staff) summarized the study results: the single‑family dwelling in‑lieu fee would increase from $8,650 to $8,968 per unit, and the multifamily in‑lieu fee would increase from $7,570 to $7,849 per unit. The district’s nexus study updated the land‑value component used in the fee formula; comp analysis showed an approximate land‑value of $677,000 per acre used in the calculation (a 3.7% increase from the 2023 figure). The district’s general manager, Sven Leff, told the board the change reflected recent real estate comps and that land dedication remains an option for a developer who prefers to donate land in lieu of paying fees.

Under California law the amended fees will take effect Oct. 11, 2025 (60 days from the Aug. 12 hearing). The board adopted the resolution by roll call vote. County and district staff said they would update fee schedules and notify permitting and development applicants of the change.

Supervisors asked about public outreach; district staff said the most extensive outreach occurred during the broader fee overhaul two years earlier and that the current change was modest and reflected updated comps. No public testimony was received at the hearing.
