Fort Scott planning commission backs rezoning of 602 E. 10th to allow towing company yard

The Fort Scott City Planning & Zoning Commission voted unanimously to recommend rezoning 602 East 10th Street from C-1 (Central Business) to I-2 (Industrial) to allow a towing company to use the property for vehicle storage and equipment, the commission said during its meeting.
The rezoning request was presented to the commission by a staff member and the property owner, who identified himself as Robert. Robert told commissioners the lot would be the home base for his towing company, and that “typically there’s not more than 9 vehicles ever stored at 1 time,” adding, “I’m not a salvage yard. I don’t maintain those.” He said tow trucks and two semitrailers would be housed inside a proposed building, and that the front of the site facing 10th Street would be screened with decorative fencing and landscaping.
The commission asked about access, fencing and whether vehicles would remain long-term. Robert said the existing driveway would be maintained and that stored vehicles generally remain under a week and only rarely as long as 30 days. He described plans to use 3-inch “jaw rock” on areas of vehicle traffic and to preserve existing vegetation and an adjacent privacy fence where feasible.
Commissioners pressed for clarity on fencing heights and public-rights-of-way requirements. Robert referenced a Kansas right-of-way “beautification” restriction along U.S. Highway 69 that, in his experience, limits visible salvage operations to a small number of vehicles. He said he preferred an attractive front fence rather than chain-link with barbed wire.
After discussion, a motion to recommend rezoning the parcel from C-1 to I-2 passed on a roll-call vote with Commissioners Mitch Quick, Cheryl Adamson, Mark McCoy, Darcy Smith and Jeff Clark voting yes. The commission recorded no opposing votes. The commission’s recommendation will be forwarded to the Fort Scott City Commission; the applicant was told a form and additional steps are required before the City Commission hearing.
The commission chair reminded the public that the planning commission is advisory and that the final decision will be made by the City Commission at its next available meeting.
